Hear Ye! Hear Ye! Calling all teachers. Help we need you! Hence is the cry of school districts all over the country. For the last two decades, a teacher shortage has loomed on the horizon. United States Secretary of Education, Richard Riley, speaking at a recent forum in Chicago called on the educational community to adhere to the three R's as it pertained to teachers for the new century "recruitment, retention and respect" (Branch, 13). The teacher shortage is now in crisis proportions and there are few options to consider. This has left schools understaffed or staffed with uncertified personnel. A troubling dilemma and concern for schools and parents alike.

These facts reflect a system that has been unable, and at times, unwilling to address the needs of teachers. In turn, teaching professionals have responded by leaving the profession in staggering numbers. The profession no longer holds the appeal it once did. Teachers feel neglected and disrespected. A job that has traditionally been extremely rewarding is now burdened with stresses and expectations that far exceed new teacher's preparedness. Although the shortage will be most acute between 2005 and 2010, when one million of the three million educators in this country become eligible for retirement, the situation is already critical in many states.

It is imperative that leaders and communities take immediate measures to address the concerns of educators across the country.
Teacher pay has been amongst the most significant factors that lead 30 percent of teachers to leave the profession in the first five years. Close examination and prompt attention is necessary if states intend on retaining skilled and talented teaching professionals. A history of teacher pay provides some insight into the complex issue of teacher pay. There have been three major shifts in the way teachers are aid in the US . Each shift was accompanied by changes in the needs of schools and the society.

These past changes in teacher compensation show how compensation changes that are aligned with the strategic needs of school and existing organization forms can become permanent. The history of teacher compensation in the US leads us to the conclusion that the time may be ripe for a fourth shift in teacher pay systems.

In the latter half of the 1800s, local communities designed schools to provide basic academic skills and moral education for children. Teacher compensation consisted primarily of room and board provided bythe local community. The Boarding Round pay system was a strong incentive for teachers to maintain positive relations with community members and to maintain a high moral character. It also reflected the barter economy of the time.
