The qualified majority = special quorum of vote through which the individual vote of each member state is multiplied by a number established by the treaty (Romania-14, smallest Malta-3), on demographical criteria, and by adding the multiplied vote, the total votes in the council is 345
It means that an act is legally adopted if 255 votes out of 345 are positive votes
At any time during the vote, the representatives of member states can ask the president to verify that the positive votes have been expressed by member states representing 62% of the population of the union

iss This way to count the qualified majority was established through Nice treaties, and shall apply until 1st November 2014.
iss On the 1st November 2014, the qualified majority can be achieved if 255 votes out of 345 are favorable votes but a member state asks the president to verify that the favorable votes have been expressed by at least 2/3 of the members of the council

if the act is not based on commission proposal, the favorable vote should be expressed by 72% of the members of the council, that represent at least 65% of the population of the union; the blocking minority can be achieved by at least 4 members of the council representing at least 35% of the population of the union;

also the provisions of IOANNINA compromise can apply
the IOANNINA compromise establishes that the group of member states can form a blocking minority and can claim the reason of an act or a decision adopted by the council with qualified majority if they represent 75% of the population of the union or at least 75% of the number of member states
after 1st April 2017, the system of common majority that applies after 1st November 2014 will be used to calculate the qualified majority

as far as the blocking minority is concerned the member states that claim the reexam of a decision; a decision adopted with a qualified majority shall represent at least 55% of the population of the union or at least 55% of the number of member states
the qualified majority is used by the council within the legislative procedures and according to Lisbon treaty, the main procedure is so called ordinary procedure; in addition to that, for certain acts or fields established by the treaty, special procedures can be used
