During the 1830s and 1840s, in United States the State involved little in organizing the education system. On the contrary, this was the concern of "a new generation of education reformers who attacked the tradition of disjointed and localized education" (Encarta Encyclopedia 1). These educators were Horace Mann in Massachussetts and Henry Barnard in Connecticut who wanted to increase educational opportunities for all children by generating the common-school movement.In 1837 Mann became secretary of the board of education in Massachussetts and supervised the creation of a statewide common-school system.

Barnard led similar efforts in Connecticut where he became superintendent of common schools in 1849. The term common meant several things to these educators. (Encarta Encyclopedia 1)The reformers focused their efforts on elementary education because they considered that all young children should be schooled and that the content of education should be the same for everyone. They also believed that the educated youth would become honourable and literate citizens, and that education would transform the nation into a new one, better equipped, and therefore well-prepared to compete with other countries.
